The AERPS consultant has reviewed many (hundreds) of such plans and very, very few have exceeded the 70 percent mark for overall effectiveness and efficiency – in terms of delivering what is required. Most come in at around 40 – 60% (another way of saying this is that most plans are probably 60 – 40% deficient). Unfortunately, some (too many) don’t make it above the 10-20% grade
